In 2021, the population of Buckinghamshire was estimated to be 553,300. This is a 9.5% increase from 2011, which is higher than the national average for England during the same period.
Between 2020-2021, Buckinghamshire Council supported 14,671 residents with adult social care services
The Challenge
In 2021, Buckinghamshire Council’s Adults’ Social Care Systems Implementation and Improvement Programme faced significant challenges in its efforts to deliver a successful transformation. With a focus on improving the digital offer to it’s residents, the programme struggled due to a lack of stakeholder engagement and influence, which put the project at risk.
This lack of stakeholder buy-in was jeopardising the programme’s progress and undermining it’s potential for success. As part of our “rescue project,” our Liquidlogic Consultants developed targeted strategies that enhance communication and collaboration with all stakeholders involved in Adult Social Care. By identifying key influencers and addressing their concerns, we fostered greater engagement and built support for the programme.
What We Did
Our intervention led to the successful progression of the programme and resulted in several key outcomes:
- System Transition: Our System C Liquidlogic Implementation experts successfully managed the transition from AIS, SWIFT, and CCM to Liquidlogic Applications, overseeing the design, build, and configuration of the system, including the Liquidlogic Mobile Application and portals for Clients, Professionals, Providers, and Delegation.
- Business Transformation: Engaged stakeholders in the business remodelling process, aiding the implementation of the 3 Conversations Strength-Based Model, the Better Lives Framework, and the creation of a bespoke Ready Reckoner/RAS System.
- Data Migration: We led the data mapping process, creating source specifications for the migration of data from Northgate’s AIS & Swift to Liquidlogic LAS and ContrOCC, ensuring the integrity and accuracy of the data transition.
- System Integration: We integrated with essential systems such as EDM, Health Systems, My Care Record, and PDS, ensuring seamless NHS record matching and the migration of legacy system data.
The Results
- Delivered successful System Implementation on time and on budget.
- Reviewed and refined over 35 processes statutory and non statutory processes in Adults’ Social Care, including Safeguarding S42, DoLS, Mental Capacity Assessments, Mental Health Act Assessments, Approved Mental Health Professional and more.
- Developed and implemented the BetterLives Framework.
- Successfully implemented the LAS Portal, resulting in a 30% year-on-year increase in usage, providing a more efficient and always available referral method into Adult Social Care.
- Implemented a Discharge to Assess & Home First Process during the COVID-19 pandemic, ensuring that individuals were safely discharged from hospital and assessed in the community.
- Developed a first-of-its-kind, live Admission and Discharge Dashboard, enabling real-time tracking, coordination, allocation, and utilisation of Block contract availability.
Following the successful resolution of these challenges, Consulting Partners were invited to support additional work on the council’s Digital by Default Roadmap
